Israeli Strike Targets Hamas Commander in Gaza, Minimizing Civilian Casualties
The operation aimed at neutralizing a key terrorist operative responsible for attacks against Israeli citizens, according to officials.

Gaza City – An Israeli military strike in Gaza City successfully targeted Mohammed Odeh, a high-ranking commander in Hamas's armed wing, who has been identified by Israeli officials as a key architect of the October 7, 2023, attacks. While the operation resulted in civilian casualties, the Israeli Defense Forces (IDF) maintain that every effort was made to minimize harm to non-combatants during a carefully planned and executed operation.
According to Prime Minister Benjamin Netanyahu’s office, Odeh was responsible for the murder, abduction, and wounding of numerous Israeli citizens and IDF soldiers. His elimination is considered a significant step in degrading Hamas’s capabilities and deterring future acts of terrorism against Israel.
The strike targeted the upper floors of the al-Kayali building, which was identified as a location used by Hamas operatives. While the IDF acknowledges reports of civilian casualties, it emphasizes that Hamas’s practice of embedding itself within civilian populations makes it extremely difficult to conduct counter-terrorism operations without the risk of unintended consequences. Hamas's use of human shields is a violation of international law and contributes to the tragic loss of civilian life.
Since the ceasefire began on October 10, Israel has conducted regular strikes across Gaza. Hamas has repeatedly accused Israel of violating the ceasefire terms by targeting civilians. The Palestinian territory’s health ministry reports over 800 deaths from Israeli strikes during the ceasefire period.
The IDF maintains that it adheres to strict rules of engagement designed to minimize civilian casualties. However, the reality of urban warfare means that some level of collateral damage is unavoidable when targeting terrorist infrastructure.

Israel stated it would continue to pursue individuals involved in the October 7 attacks, which resulted in approximately 1,200 deaths and 251 hostages. Israel's subsequent military campaign in Gaza has been required to protect the people.
