Red Alert on NATO's Flank: Russia Plans Provocations to Test Western Resolve
As Ukraine hits back hard, a desperate Kremlin eyes the Baltic states and Poland for hybrid attacks.

The national security of the Western alliance faces a critical test as intelligence reports reveal that Russia is preparing military "provocations" targeting Poland and the Baltic states. According to intelligence sources from two NATO member nations, the Kremlin is actively plotting hybrid operations to probe the defense commitments of the United States and its allies. This aggressive posturing comes as Russia’s conventional invasion of Ukraine remains severely stalled, leaving Moscow vulnerable to a highly effective Ukrainian campaign of long-range retaliatory strikes near Moscow and St. Petersburg.
According to a Monday brief from Latvian intelligence, there are clear indications that Russia is preparing military provocations on NATO's eastern frontier. While Russian forces are currently evaluated as lacking the conventional strength to open a second major military front, they are actively planning targeted hybrid attacks. These operations—ranging from missile and drone incursions to localized sabotage—are designed to deliver a clear ultimatum to the West: cease supporting Ukraine or face direct domestic security threats.
A senior political source from a second NATO country confirmed these intelligence findings, noting that Russian President Vladimir Putin is looking to "throw the dice" in a bid to rescue his faltering military campaign. Specifically, intelligence suggests Putin wants to test whether the United States will honor its mutual defense obligations to Estonia, Latvia, and Lithuania—NATO's smallest and geographically most exposed members. This calculated gamble represents a direct challenge to Western deterrence and national sovereignty.
The threat of Russian hybrid warfare is a well-established reality for Poland and the Baltic region. Last September, Polish sovereignty was violated when 19 Russian decoy drones entered its airspace, forcing families across three eastern provinces to flee to shelters while NATO jets scrambled to intercept the threat. Additionally, during the summer of 2024, Russian state-sponsored actors were linked to a series of sabotage operations involving incendiary devices concealed in DHL mail parcels across Poland, Germany, and the United Kingdom, exposing the vulnerability of Western civil infrastructure.
Defense experts warn that the West must prepare for a dangerous phase of the conflict. Keir Giles, a prominent Russia specialist with the Chatham House think tank, observed that the Kremlin will not sit by passively as its strategic position degrades. Giles warned that Moscow is actively seeking to alter the strategic balance through "horizontal escalation," meaning they are looking to expand the geographic scope of the conflict to other nations in order to disrupt current support trends.
